Autombile Mechanic of 25 Years

Please answer this question sincerely,  
Do you agree that its only in Nigeria that you see an automobile mechanic who has been practicing his trade for 25 years and after a month and 7 visit to his workshop cannot solve or with a definite certainty identify or point-out the issue you are having with your car? i am tired ooooo
